About

King Leopold II of Belgium desired an overseas empire for wealth and prestige, but faced opposition from the Belgian government. Starting in 1876, he created a network of 'philanthropic' front organizations, culminating in the International Association of the Cong,his private vehicle for colonization. At the Berlin Conference (1884-85), European powers recognized Leopold's claims. In 1885, he became the sovereign ruler of the Congo Free Stat,not a Belgian colony, but his personal possession. The Congo Free State was established as Leopold's private domain. He ruled it as a sovereign, not a king, treating it as a private enterprise focused on resource extraction, free from parliamentary oversight. Leopold's regime first extracted ivory, then imposed brutal rubber quotas during the 1890s boom. The Force Publique and local agents enforced these quotas through hostage-taking, floggings, arson, and killings. To prove bullets weren't 'wasted' under the quota system, Force Publique soldiers collected hands from victims. This practic,taking hands from both dead and living peopl,became a notorious symbol of Leopold's brutal rule. Missionaries, African witnesses, and campaigners such as E.D. Morel exposed the atrocities. In 1904, Roger Casement's official report confirmed killings, mutilation, forced labour, and hostage-taking, helping turn the Congo scandal into an international cause célèbre. Facing international outrage and domestic pressure, Belgium annexed the Congo Free State in 1908. Leopold's personal regime ended, and the territory became the Belgian Congo. Leopold II died in 1909. His regime caused catastrophic depopulation through violence, forced labor, famine, and disease. While estimates vary widely (from 1-2 million to around 10 million deaths) due to limited census data, scholars agree the human cost was immense.
