Malcolm MacDonald usually appears in history books as a polished British diplomat. But in 1939, his role in the Palestine White Paper tied his name to Palestine's fate—and its consequences are still debated. As Colonial Secretary in 1939, MacDonald oversaw Palestine Mandate policy. He faced irreconcilable pressures: Jewish refugees fleeing Nazi Germany, Arab leaders demanding independence, and both communities watching his decisions closely. MacDonald knew that any policy would anger someone. The White Paper he introduced capped Jewish immigration and promised an independent Palestine within ten years. It was a controversial colonial policy with real human consequences. In May 1939, the White Paper was published. Many Jewish leaders called it a death sentence as Europe's borders were closing; Arab leaders rejected it because it did not grant immediate independence. MacDonald proceeded anyway. As the war raged, MacDonald's restrictions remained in force. Refugee ships were turned away from Palestine; some passengers later died in the Holocaust. By then, the White Paper's human cost was plain. MacDonald later served as High Commissioner to Canada, but the 1939 White Paper remains widely viewed as a defining colonial failure—one that intensified Arab-Jewish conflict.
